Recommendation: - The committee carefully considered the demand for treating the Gramin Dak Sevaks as civil servants at par with other regular employees for all purposes, and noted the following:
(a)       GDS are Extra-Departmental Agents recruited by Department of Posts to serve in rural areas.
(b)       As per the Recruitment Rules the minimum educational qualification for recruitment to this post is class X.
(c)        GDS are required to be on duty only for 4 to 5 hours a day under the terms and conditions of their service.
(d)       The GDS are remunerated with Time Related continuity Allowance (TRCA) on the pattern of pay scales for regular Government employees plus DA on pro-rata basis.
(e)       A GDS must have other means of income independent of his remuneration as a GDS to sustain himself and his family.
Government of India has so far held that GDS is outside the Civil Service of the Union and shall not claim to be at par with the Central Government Employees. The Supreme Court Judgment also states that GDS are only holder of Civil posts but not civilian employees. The Commission endorses this view and therefore has no recommendation with regard to GDS.

ദില്ലി ജന്തർ മന്ദിറിൽ വൻപ്രതിഷേധ ധർണ്ണ നടക്കുന്നു.

2015 ഒക്റ്റോബർ 9 ന്‌ ഹൈദ്രബാദിൽ ചേർന്ന കോൺഫെഡറേഷന്റെ ദേശീയ എക്സിക്യുട്ടീവ് കമ്മിറ്റി,  റെയിൽവെ, ഡിഫൻസ്, കോൺഫെഡറേഷൻ എന്നിവയടങ്ങുന്ന നാഷണൽ ജെസിഎ യുടെ തീരുമാനപ്രകാരമുള്ള പ്രക്ഷോഭ പരിപാടികൾ നടത്തുന്നതിന്‌ ആഹ്വാനം ചെയ്യുകയുണ്ടായി.
ജിഡിഎസ് ജീവനക്കാരുടെ ശമ്പള പരിഷ്കരണത്തിന്നായി  ഡിപ്പാർട്ട്മെന്റ് ഓഫ് പോസ്റ്റ് ബ്യൂറൊക്രാറ്റിക് കമ്മിറ്റിയുടെ സെക്രട്ടറിയെ നിയമിച്ചു കഴിഞ്ഞു
പോസ്റ്റൽ അസ്സിസ്റ്റന്റുമാരുടെ കേഡർ റിസ്ട്രക്ചറിങ്ങ് ഇപ്പോഴും ധനകാര്യമന്ത്രാലയത്തിൽ വച്ചു താമസിപ്പിക്കുകയാണ്‌. ഏഴാം ശമ്പളക്കമ്മീഷനുമുൻപായി അതു നടപ്പാക്കിയില്ലായെങ്കിൽ ജീവനക്കാർക്ക് ഒരുപ്രയോജനവും ഉണ്ടാകില്ല.
മുഖ്യമായും താഴെപ്പറയുന്ന ആവശ്യങ്ങളാണ്‌ എൻജെസിഎ ഉന്നയിച്ചിരിയ്ക്കുന്നത്:
1.  എൻ ഡി എ ഗവർണ്മെണ്ടു മുൻപാകെ ജെസിഎം സ്റ്റാഫ് സൈഡ് മുൻപോട്ടു വച്ചിട്ടുള്ള ആവശ്യങ്ങളിൽ ഒരെണ്ണമെങ്കിലും പരിഹരിക്കാത്തതിൽ പ്രതിഷേധിച്ച്
2.  2015 ആഗസ്റ്റ് 28 ന്‌ തന്നെ ശമ്പളക്കമ്മീഷൻ റിപ്പോർട്ട് സമർപ്പിക്കാൻ തയ്യറായിരുന്നിട്ടും 4 മാസത്തെ കാലതാമസം സർക്കാരിടപെട്ട് നടപ്പിലാക്കിയതിനെതിരെയും, ഇനി കാലതാമസം പാടില്ലെന്നും ആവശ്യപ്പെട്ടുകൊണ്ടും
3.  ശാസ്ത്രീയ അടിസ്താനത്തിലുള്ളതും മെച്ചപ്പെട്ടതുമായ ശമ്പള വർദ്ധനയെ നിരാകരിക്കും വിധത്തിൽ ധനകാര്യമന്ത്രാലയത്തിന്റെ ഇടപെടൽ നടത്തിയതിനെതിരെ.
4.  ഇടക്കാലാശ്വാസം അനുവദിക്കുക, ക്ഷാമബത്തലയനം നടപ്പിലാക്കുക
          നിലവിലുള്ള ഇത്തരം സാഹചര്യങ്ങളാകെത്തന്നെ ജിഡിഎസ് അടക്കമുള്ള കേന്ദ്ര ഗവർണ്മെന്റെ ജീവനക്കാർക്കാകെ ജീവിതം ദുസ്സഹമാക്കുന്ന സാഹചര്യത്തിൽ 2015 ഡിസംബർ 1, 2 തീയതികളിലെ ദ്വിദിന പണിമുടക്കിന്‌ എല്ലാജീവനക്കാരും തയ്യറാകണമെന്നും, അതിനു മുന്നോടിയായി നടക്കുന്ന നവംബർ 19 ന്റെ സായാഹ്ന ധർണ്ണയിൽ പങ്കെടുത്തു വിജയിപ്പിക്കണമെന്നും അഭ്യർത്തിക്കുന്നു.                                ആഭിവാദനങ്ങളോടെ കമ്മിറ്റിയ്ക്കുവേണ്ടി

PAYMENT OF DEARNESS ALLOWANCE TO CENTRAL GOVERNMENT EMPLOYEES – REVISED RATES EFFECTIVE FROM 1.7.2015

Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.7.2015

            The undersigned is directed to refer to this Ministry’s Office Memorandum No.1/2/2015-E-II (B) dated 10th April, 2015 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 113% to 119% with effect from 1st July, 2015.

2.         The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3.         The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4.         These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5.         In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

            The Postal Joint Council of Action comprising NFPE, FNPO, AIPE Union GDS (NFPE) & NUGDS has viewed with grave concern, the total negative attitude of the Central Government towards the genuine demands of the Postal employees which includes the revision of wages and service condition of the Gramin Dak Sevaks by 7thCPC, implementation of Cadre Restructuring Agreement and filling up of all vacant posts in all cadres of Department of Posts.

            As the 7th CPC  may  submit its report  any time before 31st  December,2015 , delay in settling the above demands will  result in denial of justice to 5.5 lakhs Postal Employees .

            In view of the above serious situation the PJCA  unanimously decided to  revive the  postponed indefinite strike of  May 6th  and  to commence  the indefinite  strike  from 23rd November, 2015, the date  from which JCM National Council  Staff Side  is going  on indefinite  strike. It is further  decided  that  in case  the JCM  Staff Side  change their decision the PJCA  will go on  strike from 23d November,2015 itself for the following  demands:

(i)Include GDS in 7th CPC for wage revision and other service related matters.

(ii)Implement cadre Restructuring proposals in all cadres including Postal     Accounts and MMS in Department of Posts

(iii)Fill up all vacant posts in all cadres of Department of Posts(i.e. PA,SA,       Postmen, Mail Guard, Mail Man, GDS Mail Man, MMS Driver & other staff in         MMS, PA CO, PA SBCO , PO Accounts & Civil Wing  Staff)
