Subject: Requests Inquiry on Non forwarding of Request
for Medical treatment Advance (Angioplasty) and Estimate from SCTMC TVM for
life saving medical Treatment -

Respected Sir,
In respect of the above subject this
union is submitting the following request before you for immediate necessary
action.
Sri S. Sridharan Nair, SPM,
Vadasserikara had under gone a severe cardiac arrest on 19-10-2013 night and
hospitalised at Pushpagiri Medical centre Thiruvalla. Subsequently he consulted
the SreeChithra Medical Centre at Trivandrum, and obtained date for further
treatment ie Angioplasty on 22-11-2013 along with the estimate for the medical
treatment. The estimate received from SCTMC TVM for an amount of Rs. One lakh
and Seventy thousand only.
The personal request and the
Estimate from SCTMC TVM for Treatment of angioplasty in this regard handed over
to ASP HQ(OS) personally on 08-11-2013 and intimated on the urgency of the
situation and requested special intervention in the matter.
Latter on 15-11-2013 ASP HQ(OS) told that the same has been processed and
forwarded to the C O on 11-11-2013.
However on inquiry at C O it was
replied that the same was not received there till 19-11-2013 10.00 am.!!!!
This is a clear example for how heartlessly
the staff members and their absolutely necessary issues are received and
treated by Divisional Administration.
It is requested that the (i)
issue may be settled within no time. (ii) may be inquired well in deep to see how a request
for financial assistance for life saving medical treatment was handled so
partially and callously by the official who was entrusted the job and it amounted to the breach of the
pledge/oath taken by central government
civil servant, and award appropriate punishment.

conducting of monthly meetings regularly. –rdg

Respected Sir,
In respect of the above subject this
union is submitting the following request before you for necessary action.
From
January 2013 onwards till this month of November 2013 there is 11 months
passed. Out of these 11 months, the monthly meeting has been conducted only for
the --dates furnished viz. 27th February 2013, 20th March
2013, 17th April 2013, 17th July 2013, 29th
August 2013, 25th September
2013. January 2013, May 2013, June 2013, October 2013, and including November
2013 there was no monthly meeting for five months.
On the basis of above data it has
become customary that divisional administration is refusing to conduct the
monthly meeting regularly. There is great dismay in this regard that the trade
union rights granted are denied and the divisional administration is turning downs
the basic rights and needs of trade union.
This union expresses great anguish
in this regard, and requests to take all possible necessary steps to conduct monthly
meeting regularly.

Though the divisional administration
is of the opinion that all the incentives and commission bills on the respect
from the period of 2012 march onwards have been sanctioned and paid, but to the
best of our knowledge, a large number of the officials have not received their
legitimate share of incentive / commission.

table is not an exhausted one. The officials are forced to canvass the LI
business without disbursing any remuneration which is a new form of
exploitation introduced now a day. The
callous approach of divisional authorities in the matter never deserves pardon.

union requests to shun off with the temperament of exploitation and estimate
the labour of human resource of this division in its true value and due respect
with seriousness.

Subject: Temporary suspension of post attached
quarters- rdg
Respected Sir,
In respect of the above subject this
union is submitting the following request before you for immediate necessary
action.
There is a number of Sub offices in
our division with post attached quarters. Especially SPM`s quarters. Now a day
the officials who needed the quarters are very small in number. This is the
present actual fact.
Since enough senior /PM Grade/LSG /HSG/
officials are not available in our division, comparatively junior officials in
service are placed in Charge of these offices. They are not in need of SPM`s quarters. These
Officiating SPMs who are actually posted as PAs of respective offices and are
providing service of both SPM`s and PA`s and are not paid their deserving HRA.
This situation, being a PA and had
to manage the whole work of the B Class and A Class Offices single handedly or otherwise,
must be considered very compassionately. This is what this union requests. And the post attached quarters of these
offices may be suspended temporarily. Necessary action may be taken immediately
and required proposals may be forwarded to C.O.
The cases mentioned
are of Koodal, Elanthur & Sasthamkottah S Os.

In respect of the above subject this
union is submitting the following request before you for immediate necessary
action.
It is reliably learned that there is
a move to withdraw all the GDS who had attained the age of 60 and above from
all ad-hoc /officiating arrangement in the vacant posts of Postman &
Group-D.
In this connection this union humbly
recall the administration’s attention towards the C O letter cited. The C O letter
dated 01-06-2009 explicitly instructs that “those Gramin Dak Sevaks who crossed
60 years of age may also be engaged against short term vacancies of
Postman/Group-D.”
It
is requested that the administration may be adhere to the instruction and intimate
the same to the Sub Divisional Heads and other Sub Appointing authorities
immediately.

Subject: Allowance revision of BPMs, inordinate delay-
rdg.
Respected Sir,
In respect of the above subject this
union is submitting the following request before you for immediate necessary
action.
It was assured by the SPOs at the
time of Monthly meeting that the work load reviewed 120 cases had been
forwarded to CO for further action. Later it came to the knowledge that only 16
cases was forwarded to CO and the same sixteen cases had been returned to Divisional
office as the revision had to be done at Divisional level.
Now it seemed that new parameters
& conditions are stipulated and the sub divisional heads are asked to
review all the cases. Resultantly the BPM’s allowance revision is in jeopardy.
We would like to brought your
attention to the following facts in this regard.:-
(1) The workload has
been assessed for this allowance revision in 2009-21010, will the BPMs
concerned will be paid a revised allowance with retrospective effect. ie from
2010 onwards or not.
(2) What is the net
gain in delaying this fringe benefit?
This
union distinguishes the clear revenge and new form of exploitation in this
action of purposeful delaying and denying of their allowance revision.
There
is no natural justice in the actions performed by the divisional administration
in this connection. It is only because of that these officials are GDS, and the
administration is of the view that nothing will happen if it is denied and
delayed to them. Secondly because they are NFPE members and the administration
clinched this as a chance to revenge on them.
On
any case the new form of exploitation may be stopped forth with and the issue
may be settled immediately.

Subject: Alternative
arrangements for Acute Staff shortage - rdg.
Respected Sir,
In respect of the above subject this
union is submitting the following request before you for immediate necessary
action.
To the best of this union’s
knowledge our division is running with the sixty two PA vacancies. This
includes all officiating arrangements in HSG-I, HSG-II, LSG, IPO, ME. With this
much of short fall of man power amounting 24% of sanctioned strength if our
division goes without much hamper; it is only because of the sufferings and
sacrifices of workers.
Even when Class –A offices are
running as Class -C offices what to say on offices of other Classes. Even for
absolute necessity staffs are suffering without obtaining relief from their
duties when applied for leave. The situation is so harsh and the divisional administration
is watching the affliction with folded hands and closed eyes.
For instance the case of Class-A
office Koodal S O, with a sanctioned strength of 1 SPM + 2 PAs. But one junior
most PA who had only two years of service has been posted there in the charge
of the office under officiating arrangement for the last one year. Divisional
administration is exploiting him like anything, which in turn killed his
enthusiasm in the work and felt desperate. There are so many offices likewise.
Now it has reached a time that
without any alternative means this division cannot run further.
Hence
it is requested that some sort of alternative arrangements like “short duty PA
/ out-sider” engagement may be permitted at least where it felt very absolutely
necessary. And necessary permission for
the same may be obtained from C O without delay.
