To
            The Superintendent of POs
            Pathanamthitta Division
            Pathanamthitta--689645.

Subject: Irregular Posting of Manager BPC & Business Executive at Pathanamthitta & Punalur HPOs-rgdg.

Sir,
We would like to call your attention towards the discussion on the subject that we had at your chamber, and we submit the following issues on the basis of which we request the move for irregular posting may be stopped.

1.      Nowhere in the circle has such a hurried move on the war foot basis to post irregularly somebody in Business post arena

2.      Your office has notified for willingness without fixing any criteria like age, eligibility on qualification, service period and experience etc, each respective posts.

3.      It was not mentioned in the notification that how will be the selection process, for the posts.

4.      The points noted in 2 & 3 are very basic requirement of such willingness notification.  To the best of our knowledge it is learned that officials having BBA / MBA are working in our Division. They have not responded because of nondisclosure of eligibility criteria.

5.      While at discussion it was told by you that it is the Superintendent’s caprice to select and he had power to do so.

6.      So far no tests/ interview conducted at the Division to select the officials for these purposes, on the basis of such notification.

7.      Following officials have been selected and recommended for approval of C O by SPOs.

1

Raju Thomas  BE, PTA HPO

Marketting /Business post Manager.
He is working at Pathanamthitta HPO, building for the last 26 years, since from his joining of Dpt of Post -12.10.1988 (No post tenure / no station tenure).  Age-55 years and 9 months.
FNPO, Circle /Divisional union Executive office bearer.

2

Johny Joseph, SPM, Valakode SO.

BE, Punalur HPO
For 17 years since from his appointment on 11.11.1996 as PA has worked at Punalur HPO and only in 2014 he had got posted as SPM Valakode.  41 Years.
FNPO, Divisional / Circle union Executive office bearer.

8.      T J Johnson SPM, Sethathode (32 Years of service, 52 Years of age) has submitted his willingness, for the post of Marketing/ Business Post Manager, but his request was rejected without any reason.

9.      Nobody finds any emergency situation in the division to relieve the officials from PA cadre and post them in the business arena so immediate, and that too amidst of the acute staff shortage.

10.  But this can only be understood as the result part of the conspiracy between these officials and Superintendent.

11.  Your frenzied efforts to transfer and post Johny Joseph at Punalur HPO was well known to us, since from the time of your joining here as the divisional head. And all your tour to Johny Joseph’s home is also well known to all.

12.  Your nexus with Raju Thomas beyond the relationship between a Superintendent and a Postal Assistant or a BE and the office visit/inspection along with him.  Further his visit to your home at Mysore, all these points elaborates well how you are motivated to do such irregularities in favour of these officials.
This union requests you to abstain from the illegal move for irregular postings.
                                                                                                Yours faithfully,
                                                                                                                         Sd/-
K P Ravi
